 VIENNA CONVENTION ON OZONE LAYER PROTECTION


A world conference was organized in Vienna in 1985 and as a result of deliberations in the conference. Vienna Convention on Ozone Layer Protection was brought into force with effect from 22nd September, 1988.


The Convention was signed by 103 States. It was ratified by U.S.A. in 1986. It was decided that the member States will carry out a systematic study of environmental effect of ozone layer depletion and exchange information and findings of their study and research on ozone layer and how it affects human health.

The main provisions of the Ozone Layer Convention were as under:-


i)  A systematic research study to know the affect of ozone depletion on environment and ecosystem through the and international agencies with cooperation of States is the need of the time.


ii)  To conduct a micro-study or those physical and chemical processes which cause depletion of ozone layer.


iii)  Effect of ozone depletion of human beings and other living organisms.


iv)  Climatic and economic changes that are likely to occur due to ozone layer depletion.


v)  Effect of radio-active rays on natural resources and how they affect human life.


vi)  Other elements and factors which account for causing depletion of ozone layer including social, economic and technological factors also.


All the participating states were urged to render scientific and technological assistance to the developing nations in their development programme. A Secretariat was established for the effective enforcement


of the recommendations of the Vienna Convention. The main functions of the Secretariat were to organize meetings, conferences, seminar etc. and exchange of information regarding ozone layer changes

among the States and to prepare periodical reports.

All the State members participating in this convention agreed that ozone layer depletion was detrimental for environment as it was causing serious damage to climate, ecology, weather conditions, air space and living organisms as also the plants and flora-fauna..
